I could understand if the letters, audio tapes and video tapes were living creatures that had wings and legs and had brain to travel on their own and went inside a mountain for meditation, but they were non living things taken care by GBC sannyasis (Srila Prabhupada disciples). So how could they not produce the letters and video and audio tapes?

We have noted your idea of developing investigation teams in each division and for us each state also. Just like we have land acquisition or temple upgradation teams to go and verify.
For your information Badrinarayan Swami informed that ISKCON Burma wishes to connect with the Indian CPO. We have been in touch and asked them to register their CPT and we will be adding them to our workshops. Naru Gopal Prabhu is adding Bangladesh but so far no one from Nepal has contacted.
Yes prevention is better than cure. Just now I am working on a PPT workshop that is all about security systems. How to identify dangerous areas and look for signs, changes in the behaviour of the child, behaviour patterns of adults that interact with children and acceptable levels of discipline of a child.
It is a huge work to educate and we have only just begun. The figures you gave help us to understand the area of concern.

In regard to the rule that mentioned the need to take people from another country to adjudicate or investigate. In Europe, countries are small and the whole of Europe does not equal the population of India. In India, the different states have different languages and at least three or four divisions. Therefore it seems more appropriate to have a rule that a person cannot investigate from the same state or the same division.
Then if they have another person, they could take themselves out, recuse themselves. It does not seem very essential to have a rule for different countries. I don’t know what they do in the USA, they are also a big country, do they have people from different parts of the country? That is something the Indian INCPO should communicate with the different regional CPOs and see what they are actually doing.
Regarding Daivi Prakriti devi dasi’s seminar, I attended, and I could see that she is quite knowledgeable about the topic of child protection. We need in India a program to see that the families are solid and take care of their children.
The government did a survey and found that half of the country is under the age of 25 and 65% below the age of 35. This was recently brought up in some seminars So, there is a great potential for youth preaching, but there is also a great potential for child abuse because there are many children.
They interviewed 12,500 children and they found that 53% of the children reported having faced one or more forms of sexual abuse. In 50% of child abuse cases, the abusers were known to the child or were in a position of trust and responsibility like family members, neighbors, teachers, staff, etc. Most children did not report the matter to anyone. Therefore it is a big problem.
The laws in India are mainly over sexual abuse whereas the CPO sees physical abuse, psychological abuse, and other kinds of abuse. Our CPT will have some activities, when it comes to sexual abuse, because they have to report it to the police. But other things, other than sexual abuse after 2012, other kinds of abuse could also be prevented and adjudicated.
The necessity for establishing national child protection policies is very important. And some of the neighboring countries of South Asia like Bangladesh and Nepal, also want to come under the Indian CPO, because their culture is much more similar to India. Western people may not understand the culture and the situation in other countries, or other continents.
Somehow if the Indian CPO and the International CPO can work out their differences then we can go ahead. As Pancaratna had mentioned, they agreed on most of the items and the main objective would be to give proper training to the stakeholders so that prevention is better than cure.

I would like to share my experiences of the ILS seminar where I made presentations on 4 days related to "Child Protection in ISKCON" which was attended by Child Protection Team (CPT) members of a few temples, congregational members, brahmacaris, teachers, devotees from other countries, etc. All of them found the information given related to child protection very helpful and expressed the need for implementation of the same in all the temples around the country. Devotees from other countries found the preventive and educative measures very beneficial and wanted me to share the same whereby they could implement the preventive and educative measures in their respective temples.
Regarding the Indian temples, in the course of my interactions with the participants after my sessions, it was revealed that very few temples have formed CPTs and even if formed they are defunct as there has been no trainings, monitoring, follow-up since many years. There is no clarity of the roles and responsibilities of the CPT members, whom they need to report, etc. When the process of the INCPO and roles and responsibilities of stakeholders was explained it was highly appreciated as they could visualize a systematic and uniform structure of child protection in all the temples of India, if the respective preventive and educative measures are taken in all the temples, there will be few cases. A humble request to the Bureau is that they issue a circular to all the temples and the temple Presidents to kindly take the issue of child protection seriously and communicate with the INCPO related to the preventive and educative measures to be taken in their respective temples.
