PADA: Yes, poison is being used on these poor monkeys. Srila Prabhupada said these monkeys are sometimes former devotees who failed to become pure and had to take birth as a monkey, dog, pig, turtle etc. in the dham. So it would seem poisoning them cuts short their term of prison and they would have to again take a birth to make up for the untimely death.
At the same time, there is little actual government management of all these critters, including often the poor cows, so its eventually making some residents get frustrated and taking to poisoning these monkeys to get rid of the unwanted guests. Very sad. As shastra says, the animals are also citizens and it is the duty of the king or the government to care for all citizens.
I also was shown some photos from India of cows piled up -- stuck inside a truck, and they were so packed in, they could not even move. So India's animal welfare program seems to be getting worse. This is why Srila Prabhupada wanted devotees to make farms and rural communities, so that there could be some animal welfare systems to show as an example to society. ys pd
